Over the years due to resource constraints investment in urban infrastructure, particularly in Secondary Towns, have been inadequate. Because urban population continued to grow, infrastructure shortages have increased, the condition of the existing infrastructure facilities have further deteriorated. To improve the situation, government took up an investment project with ADB assistance to develop the infrastructure housing needs of 21 towns as a second phase of secondary towns development project. The objectives of this technical assistance project was to formulate an investment project for the development of urban infrastructure and municipal services and land development for residential, commercial and industrial purpose for 21 secondary towns. The basis of criteria for the study were analysis of population growth rate, economic growth, present infrastructure deficiencies, local institutional and financial capacity, potential growth in local revenue and regional economic role.
