Preparation of Master Plan for the Sylhet Divisional Town indicating the future broad land use zones, their linkage, phasing the proposed development and the identification of any critical action needed to allow such phasing are to be dealt with. Appropriate standards and guidelines for improving present conditions and for guiding future developments should be proposed. Recommendations on how current legislation and legislative proposals can be adopted to bring about the development of the city in the manner to be proposed in the Master Plan needs to be made. Recommendations on the optimum division of responsibility among agencies for the plan implementation are to be made. The planning area of the project is 20000 acres.
